Agree the criteria before the first interview. If the role requires coordinating several teams, ask every candidate for a situation that shows how they handled competing priorities.

Follow the answer with questions about personal responsibility, constraints and the outcome. Specific detail tells you more than a polished description of the project.

Capture evidence immediately after the conversation. Discuss it against the brief before comparing candidates, so the most recent interview does not set a new standard for everyone else.
